What's the difference?

 

Public Swimming pools refer to all public swimming complexes run by Singapore Sports Council whereas Private Swimming pools refer to swimming pools on private properties such as condominiums, clubs, school, etc. The learners must have access to these pools (e.g. He/She is a residence of the condominium, etc.)

Price difference rationale:
Lessons at private swimming pools are priced higher as the instructors are required to travel to the property to conduct lessons and unlike public pools, private pools users are restricted to a smaller group of people (e.g. residence of a condominium) thus there is lesser demand for swimming lessons.
